You can now change the language settings in PSOhub.
In the main menu, click your profile and click Profile & Preferences:
The My Account dialog box will appear. In the PERSONAL INFORMATION tab, scroll to the bottom of the window and you'll see the Language settings:
Select the language of choice and click Save.
Please sign out and sign back in again to activate the language settings.
